A Solution to The Immigration Debate?
How can new immigration laws work, when the old ones aren't enforced? On Oct. 17, 1986, the U.S. Senate approved an immigration bill prohibiting hiring of illegal aliens while offering amnesty to illegals who entered the U.S. prior to 1982. The law was enacted to end the continuous flow of illegals crossing the border to enter the U.S. In 2006, the huge inflow of illegal immigrants has grown and doubled in size -- in complete violation and disregard for the 1986 immigration bill. In 1986, there were approximately 5 million illegally in the U.S. versus 11+ million today.
Obviously, amnesty is not the solution.

Illegal Immigration - A Complex, Fair, and Humane Plan to Build Upon?
It is completely incomprehensible how both State and Federal Governments have permitted "illegal immigrants" (meaning non-U.S. citizens who have invaded the U.S. border without permission) to group in massive protests over immigration laws in which they have no legal voice in affecting change. On the other hand, the one unifying voice crying out within the masses is that of humanity pleading for compassion.
These are a people manipulated and torn between big business, greed, government, politics, and the desire for a better life. The way to treat the problem of illegal immigration is with the sternness of the law sprinkled with humanitarian compassion.
(1) In problem solving and subsequent resolution, begin with the source of the problem....

The shift of responsibility has erroneously been placed on America. Illegal immigration is mostly the by-product of a Mexican socio-economic problem, and as a result, the flight-migration of a people escaping a hopeless life of endless poverty and misery.

Perhaps, the U.S. should apply similar policies as Mexico in dealing with illegal immigrants?

Post Fox Mexico - "On July 2, the people of Mexico will elect a president, along with some 2,000 other public officials."
(2) Second, "secure the border at all cost and by whatever means necessary;"
(3) Enforce current immigration laws and implement future legislation;
(4) Stiff penalties and costly fines for companies hiring illegal immigrants; companies may hire immigrants with employer/host-sponsored, temporary worker permits/visa; immigrant workers must be paid minimum wages established by U.S. Law, any other benefits must be established by employer/host company; at least one adult (of age) illegal immigrant in family must be gainfully employed through the employer/host sponsor to enter U.S. and to currently stay within U.S. borders;
(5) No amnesty (amnesty is breaking the law and not being held accountable for doing so); but a guest worker program, whereby an illegal immigrant compensates the U.S. for breaking the immigration laws through an employer hosted work program that may eventually lead to U.S. citizenship. No automatic citizenship to illegal immigrants' children born on U.S. soil (citizenship should be allowed only to immigrants' children who have fulfilled the immigration process). Just as driving a car is a learned privilege, children of illegal immigrants must undergo citizenship classes. "Illegal" immigrants "must" undergo immigration procedures to become U.S. citizens with some penalties for not abiding by U.S. law upon entering U.S. (Option 1) All illegal immigrants must register, and those within the U.S. who have been here for an extended period of time (how long possibly determined by residence/school district), and become employer/host-sponsored, may remain in U.S. on a work-program basis, but they must reapply for work status and pay a fine for entering U.S. illegally. (Option 2) Any person(s) entering U.S. via borders illegally as of January 1, 2005, will immediately be returned to Mexico or country origin, and as a penalty, must wait an additional two years before eligibility to apply for temporary work permits. (Option 3) Every non-citizen, illegal immigrant now in U.S. (and family members) must return to Mexico (or place of origin) and re-enter through an employer-sponsored work program before returning to U.S. (This would be an almost insurmountable task of gathering and identifying all illegal immigrants within U.S. borders.) Since, for the most part, illegal immigrants are already in poverty, the penalty (must be humanitarian) should not be entirely monetary, but an extended work program, including public service, before the right to apply for citizenship. Immigrants must also learn to speak and write the English language, abide by the laws of the U.S., undergo background and health checks, and file/pay current/back taxes, social security, etc.; applications/procedures for citizenship must be acquired within a certain time-period (failure to apply means an immediate return to Mexico or other country of origin); no further "free" health care or government assistance, welfare, food stamps, etc.; government assistance must be established with proof of citizenship or worker permit identification;
(6) Illegal immigrant gangs, criminal element, and felons (currently exceeding 100,000+ throughout U.S. cities and prison system), should immediately be deported to Mexico (and/or depending on country of origin) with U.S. citizenship rights permanently revoked.
(7) After following all of the immigration procedures (and mandatory waiting period including penalties for illegal entry), immigrants who complete the process for citizenship should be afforded all of the privileges and benefits of a U.S. Citizen.

Summary
The federal government has failed in its basic duty to secure and protect its borders and to enforce immigration laws in the nation’s interior.
As a result, many Americans are increasingly cynical about the willingness — or ability — of the government to live up to its enforcement obligations and uphold the Rule of Law.
These enforcement failures have enabled the illegal alien population in the United States to grow to at least 11 million people.
The effects of this failure are dramatic:
Our lengthy border with Mexico provides an ideal avenue for terrorists to enter the United States.
Illegal aliens entering the nation through the southern border are disrupting essential military training programs.
The southern border remains a haven for drug, weapons, and human trafficking, as well as the accompanying violent criminal activity.
The steady flow of mostly unregulated border traffic is creating extensive environmental damage in sensitive lands.
Taxpayers throughout the nation are burdened with high public costs due to illegal immigration — including $1.45 billion in emergency care delivered to illegal aliens.
The federal government should address these challenges by (1) making a greater financial commitment to border security; (2) demonstrating through resources and effort that it intends to enforce immigration laws in the interior; (3) demanding better cooperation from the Mexican government; and (4) compensating states and localities for the financial burdens that illegal immigration places on their communities.
If Congress and the Administration do not demonstrate a genuine commitment to securing our nation’s borders and proving that our immigration laws will be enforced, it will be very difficult to develop the political consensus for temporary worker or comprehensive immigration reform, and such an effort would be a practical failure.
