A Solution to The Immigration Debate?
How can new immigration laws work, when the old ones aren't enforced? On Oct. 17, 1986, the U.S. Senate approved
an immigration bill prohibiting hiring of illegal aliens while offering amnesty to illegals who entered the U.S. prior to
1982. The law was enacted to end the continuous flow of illegals crossing the border to enter the U.S. In 2006, the
huge inflow of illegal immigrants has grown and doubled in size -- in complete violation and disregard for the
1986 immigration bill. In 1986, there were approximately 5 million illegally in the U.S. versus 11+ million today. Obviously, amnesty is not the solution.
Immigration Reform & Control Act of 1986
Illegal Immigration - A Complex, Fair, and Humane Plan to Build Upon?
It is completely incomprehensible how both State and Federal Governments have permitted "illegal immigrants" (meaning non-U.S. citizens who have invaded the U.S. border without permission) to group in massive protests over immigration laws in which they have no legal voice in affecting change. On the other hand, the one unifying voice crying out within the masses is that of humanity pleading for compassion.
These are a people manipulated and torn between big business, greed, government, politics, and the desire for a better life. The way to treat the problem of illegal immigration is with the sternness of the law sprinkled with humanitarian compassion.
(1) In problem solving and subsequent resolution, begin with the source of the problem....
"Mexico and The Mexican government"
The shift of responsibility has erroneously been placed on America. Illegal immigration is mostly the by-product of a Mexican socio-economic problem, and as a result, the flight-migration of a people escaping a hopeless life of endless poverty and misery.
Should Mexico be rewarded or punished [sanctioned] for not enforcing border control?

Do Unto Mexico As Mexico Does Unto You - Mexico and Illegal Immigration
Post Fox Mexico - "On July 2, the people of Mexico will elect a president, along with some 2,000 other public officials."
(2) Second, "secure the border at all cost and by whatever means necessary;"
(3) Enforce current immigration laws and implement future legislation;
(4) Stiff penalties and costly fines for companies hiring illegal immigrants; companies may hire immigrants with employer/host-sponsored, temporary worker permits/visa; immigrant workers must be paid minimum wages established by U.S. Law, any other benefits must be established by employer/host company; at least one adult (of age) illegal immigrant in family must be gainfully employed through the employer/host sponsor to enter U.S. and to currently stay within U.S. borders;
(5) No amnesty (amnesty is breaking the law and not being held accountable for doing so); but a guest worker program, whereby an illegal immigrant compensates the U.S. for breaking the immigration laws through an employer hosted work program that may eventually lead to U.S. citizenship. No automatic citizenship to illegal immigrants' children born on U.S. soil (citizenship should be allowed only to immigrants' children who have fulfilled the immigration process). Just as driving a car is a learned privilege, children of illegal immigrants must undergo citizenship classes. "Illegal" immigrants "must" undergo immigration procedures to become U.S. citizens with some penalties for not abiding by U.S. law upon entering U.S. (Option 1) All illegal immigrants must register, and those within the U.S. who have been here for an extended period of time (how long possibly determined by residence/school district), and become employer/host-sponsored, may remain in U.S. on a work-program basis, but they must reapply for work status and pay a fine for entering U.S. illegally. (Option 2) Any person(s) entering U.S. via borders illegally as of January 1, 2005, will immediately be returned to Mexico or country origin, and as a penalty, must wait an additional two years before eligibility to apply for temporary work permits. (Option 3) Every non-citizen, illegal immigrant now in U.S. (and family members) must return to Mexico (or place of origin) and re-enter through an employer-sponsored work program before returning to U.S. (This would be an almost insurmountable task of gathering and identifying all illegal immigrants within U.S. borders.) Since, for the most part, illegal immigrants are already in poverty, the penalty (must be humanitarian) should not be entirely monetary, but an extended work program, including public service, before the right to apply for citizenship. Immigrants must also learn to speak and write the English language, abide by the laws of the U.S., undergo background and health checks, and file/pay current/back taxes, social security, etc.; applications/procedures for citizenship must be acquired within a certain time-period (failure to apply means an immediate return to Mexico or other country of origin); no further "free" health care or government assistance, welfare, food stamps, etc.; government assistance must be established with proof of citizenship or worker permit identification;
(6) Illegal immigrant gangs, criminal element, and felons (currently exceeding 100,000+ throughout U.S. cities and prison system), should immediately be deported to Mexico (and/or depending on country of origin) with U.S. citizenship rights permanently revoked.
(7) After following all of the immigration procedures (and mandatory waiting period including penalties for illegal entry), immigrants who complete the process for citizenship should be afforded all of the privileges and benefits of a U.S. Citizen.
Theodore Roosevelt on Immigrants and being an AMERICAN in 1919
"We have room for but one language here, and that is the English language..."
Theodore Roosevelt 1919
Everything I Ever Needed to Know About Illegal Immigration, I Learned From Growing Up -
"As a proud Latino and a thankful American citizen, I cot understand all the fuss about illegal immigration"
"'The federal government has an inability to do its job as it relates to immigration...
'The fact of the matter is that this is out of control. I recognize that we are a nation of immigrants.
This is not about immigrants. This is about illegal immigration. There is a difference.'"
Former Colorado Governor Lamm said, "Of course immigration has been good for America,
but mass immigration during the twenty-first century brings America far more liabilities than assets."
"Immigrant voices have reached Washington D.C., but it would appear the majority of Americans want tougher immigration
laws (these are the silent majority - the ones who don't march, don't riot, and don't protest in mass). Please tell me in prophecy, when the majority of Americans want change, why do they continually vote for the same congress (men and women), the same senator (men and women) who develop laws negating the majority rule? It seems to me, if most people want change, it would be a good idea to vote for somebody who listens to the voting majority...; but of course, I forgot, these people are the silent majority!" from a Lampholder reader - R. R. B.
"The majority of Americans do not have a problem with immigrants who come to America 'legally.' People are angry over those who enter "illegally" and then subsequently rewarded for breaking the law by being permitted to stay! If people don't obey immigration laws to legally enter the U.S., how can anyone expect them to obey any other law of the land? KJ

Illegals Cost Feds $10 Billion a Year; Amnesty Would Nearly Triple Cost
"A new study from the Center for Immigration Studies is one of the first to estimate the impact of illegal immigration on the federal budget. Based on Census Bureau data, the study estimates that households headed by illegal aliens used $10 billion more in government services than they paid in taxes in 2002. These figures are only for the federal government; costs at the state and local level are also likely to be significant. The study also finds that if illegals were given amnesty, the fiscal deficit at the federal level would grow to nearly $29 billion."

Necessary Conditions For Immigration Reform (pdf)
Summary
The federal government has failed in its basic duty to secure and protect its borders and to enforce immigration laws in the nation’s interior.
As a result, many Americans are increasingly cynical about the willingness — or ability — of the government to live up to its enforcement obligations and uphold the Rule of Law.
These enforcement failures have enabled the illegal alien population in the United States to grow to at least 11 million people.
The effects of this failure are dramatic:
Our lengthy border with Mexico provides an ideal avenue for terrorists to enter the United States.
Illegal aliens entering the nation through the southern border are disrupting essential military training programs.
The southern border remains a haven for drug, weapons, and human trafficking, as well as the accompanying violent criminal activity.
The steady flow of mostly unregulated border traffic is creating extensive environmental damage in sensitive lands.
Taxpayers throughout the nation are burdened with high public costs due to illegal immigration — including $1.45 billion in emergency care delivered to illegal aliens.
The federal government should address these challenges by (1) making a greater financial commitment to border security; (2) demonstrating through resources and effort that it intends to enforce immigration laws in the interior; (3) demanding better cooperation from the Mexican government; and (4) compensating states and localities for the financial burdens that illegal immigration places on their communities.
If Congress and the Administration do not demonstrate a genuine commitment to securing our nation’s borders and proving that our immigration laws will be enforced, it will be very difficult to develop the political consensus for temporary worker or comprehensive immigration reform, and such an effort would be a practical failure.

Immigration is Privilege - Not a Right
"The debate about illegal immigration has to start with one word — illegal. We have to acknowledge that these immigrants, mostly but not entirely from Mexico, are here illegally. And we should be able to agree that when people do things illegally, they forfeit certain rights rather than gain new ones. If, instead, we honor the wrongdoers by delivering benefits to them, then we devalue our own rights and dishonor the immigrants who have entered our country — or are patiently waiting to enter our country — the right way. It seems, however, that many supporters of immigration reform are more interested in another word — politics."

Just the Facts on Illegal Immigration Problem - "...The fact is that each time an emergency room closes, each time a prisoner is fed and cared for, and each time a classroom is left grossly short on resources the working taxpayers of California are victims. The story may change a little, in terms of dollar amounts, all over the United States, but the simple fact remains that each of us are victimized far beyond what a head of lettuce might cost if the lettuce-pickers were paid minimum wage."
Former Immigration Official Alleges Fraud - "Corruption plagues the agency that determines the legal status of immigrants, and its employees often don't conduct proper background checks of immigration applicants, a former agency official told lawmakers Thursday. As a result, 'the integrity of the United States immigration system has also been corrupted and the system is incapable of ensuring the security of our homeland,' Michael Maxwell said. 'Ours is a system that rewards criminals, facilitates the movement of terrorists, (and) supports foreign agents,' said Maxwell, who had been in charge of the Office of Security and Investigations at U.S. Citizenship and Immigration Services until resigning in February."

The town of 13,000 tucked away in the northwest corner of Georgia has been reshaped during the past decade by a huge influx of Latinos. The big draw: jobs at Mohawk Industries Inc. (MHK ), the town's largest employer. The $6.6 billion carpet maker employs 32,000 workers in all, 4,000 of them in Calhoun and surrounding Gordon County. Once staffed largely by whites, Mohawk today has a workforce made up substantially of immigrants from Mexico and other Latin American countries. Minorities now majority in Texas - Whites drop to 49.5 percent of state's population
by Rad Sallee, Houston Chronicle, August 27, 2004 - "Anglos have slipped below

Alamo. Buried within a new Census Burea report, "Income, Poverty, and
Health Insurance Coverage in the United States", was an estimate that 49.5
percent of the Texans in 2003 were "non-Hispanic whites".
Texas State Demographer Steve Murdock said that demographic trends had long
shown that the milestone would be inevitable be passed, not just quite so soon.
"Recent projections suggested 2004 or 2005," he said. Alglos already made
far less than half of the population on Houston, Harris County and the Houston
Metro Area. The 2003 state population estimate showed that Hispanics at
35.4 percent and blacks at 11.4 percent. Hispanics are the largest ethnic group
in Houston, by 401.1 percent to 29.2 percent Anglo, and have edged past blacks

"Border Patrol field agents have shared some
disturbing information with the Tumbleweed as well as other civilian sources
with the hope the information will make it to the general public. The
Tumbleweed has verified information that a flood of middle-eastern males have
been caught entering the country illegally east of Douglas, Arizona. The
increased patrols in the Huachuca Mountains area of Cochise County, seems to
have diverted the flow of OTM's, "other than Mexicans" east to the Chiricahua
Mountains. In the last month, the Tumbleweed has confirmed at least two
documented accounts of Border Patrol agents encountering large groups of
non-Spanish speaking males in the Chiricahua foothills and on trails along the
high mountain areas...On or about the evening of June 21, 2004, agents from the
Wilcox Border Patrol station apprehended 24 members of a larger group of Arabic
speaking males located just east of the Pierce/Sunsites area of Cochise County.
At least half of the males escaped capture and disappeared into the United
States."

"The U.S. government estimates 7 million people" [a conservative number] "are living in the United States illegally.
The number is something of a lowball estimate. Mexico alone calculates that 4.5 million of its
citizens live in the United States without proper documentation. Consider also that U.S. Border Patrol
captured 1.1 million people sneaking across the border in the past year alone, and as Border Patrol agents
are apt to point out, far more get in than are caught...." [1]
"The vast majority of migrants caught trying to cross the border illegally are quickly returned without being prosecuted or imprisoned. In Arizona, for instance, federal prosecutors brought charges last year against only about 3,000 of some 400,000 people caught, Mr. Charlton said. "It's a question of limited resources," he said. His prosecutors generally limit criminal charges to migrants who have histories of violent or sexual offenses and smugglers who take large numbers of people across the border or who put migrants' lives at risk.
Nationwide, of those returned to Mexico, nearly
half cross back into the United States only to be caught again, federal
officials say. In addition to the plan for returning Mexicans to their
hometowns, American officials are pursuing other ways to stop the revolving door
of illegal immigration, particularly in Arizona.
While most other parts of the southern border have had a decline in illegal
crossings, Arizona has recorded a 34 percent jump in the past six months.
Federal officials say tightened security in areas like Southern California and
Texas has pushed smuggling rings to Arizona, which now accounts for about 40
percent of all illegal entries. The shift to Arizona has brought with it a sharp
increase in violent extortions and drug seizures as well as the deaths of dozens
of migrants left in the desert, law enforcement officials say.
In an unprecedented move along the U.S.-Mexico border, a convoy of 12 pickup trucks packed with suspected illegal immigrants barreled through the Tohono O'odham Nation and tried to run down approaching Border Patrol agents. Agents stopped six of the vehicles Wednesday night and found 165 people stashed in the beds of the trucks, said Greg Maier, a spokesman for the U.S. Border Patrol's Tucson sector. "Smugglers are getting desperate in their attempt to enter the United States illegally," said David Aguilar, chief patrol agent of the Tucson sector. "Their options are dwindling, and now they are making bold and dangerous moves to get their human cargo over the border." [NY Times] (2)
Over 10,000 Middle Eastern Men Crossed
USA Borders in 2003
How many Middle Eastern
men/women are crossing the borders to enter the United States? Border patrol
agents call these people "OTM's" or "other than
Mexicans." According to NewsMax - "The conditions on the Mexican border
today resemble those of 1916 - massive illegal immigration, cross border raids
by renegade bands of armed criminals, chaos, violence, and even a reconquista
movement," Craig Nelson, head of Friends of Immigration Law Enforcement, told
NewsMax. "Eventually, back then, ethnic tensions erupted in bloodshed, nearly
perpetuating a full-scale war between Mexico and the United States...Since there
is no guarantee we are not headed down the very same path today, Congress needs
to implement a time-out from massive legal and illegal immigration until
authorities can get a handle on the situation," said Nelson. In particular,
reckless voices in Washington that argue for letting business interests dictate
immigration policy must be disregarded as dangerous and irresponsible...House
Immigration Reform Caucus chairman Rep. Tom Tancredo, R-Colo., told the
Washington Times a year ago that his office had documented 118 instances where
Mexican military or law enforcement had been seen on U.S. soil. In 60 percent of
those cases, he said, the Mexicans were armed." (3)

Theodore Roosevelt on Immigrants and being an AMERICAN in 1919

"In the first place we should insist that if the immigrant who comes here in
good faith becomes
an American and assimilates himself to us, he shall be treated on an exact equality with everyone else, for it
is an outrage to discriminate against any such
man because of creed, or birthplace, or
origin. But this is predicated upon the man's becoming in very fact an
American, and nothing but an American...
There can be no divided allegiance here. Any man
who says he is an American, but something else also, isn't
an American at all. We have room for but one flag, the American flag, and
this excludes the red flag, which
symbolizes all wars against liberty and
civilization, just as much as it excludes any foreign flag of a nation to
which we are hostile...We have room for but one language here, and that is
the English language... and we have
room for but one sole loyalty and that is a
loyalty to the American people."
Theodore Roosevelt January 3, 1919
- to
President of the American Defense Society (Mem.
Ed. XXIV, 554; Bishop II,
474).
If you come to America, do it legally!!!

Lampholder Publications has been working on a five-year research project regarding U.S. border security. In 1998, The Lampholder foretold major "border" security problems involving illegal immigration and the possibility of terrorists passing through United States' borders to commit crimes and other destructive acts upon American citizens. Now, The Lampholder presents a new page of interest on - "Border Security." Lampholder Publications will be presenting articles and commentary from all different sides and opinions on this subject for research, discussion, and educational purposes.
3+ Million Illegal Immigrants Enter U.S. Yearly...
if something isn't done - soon (like 10 years ago) - to change the border situation, in 10 more years,
30+ Million more illegals will have crossed the border adding to the 12 to 20+ Million already here in U.S.
This will become a socio-economic burden the United States will not be able to sustain.
Sadly, the greatest loss suffered will be experienced by the American people...
Immigrants Over The Next Twenty Years
"If enacted, the Comprehensive Immigration Reform Act (CIRA, S.2611) would be the most dramatic change in immigration law in 80 years, allowing an estimated 103 million persons to legally immigrate to the U.S. over the next 20 years—fully one-third of the current population of the United States."
