A Solution to The Immigration Debate?

How can new immigration laws work, when the old ones aren't enforced?   On Oct. 17, 1986, the U.S. Senate approved

an immigration bill prohibiting hiring of illegal aliens while offering amnesty to illegals who entered the U.S. prior to

1982.  The law was enacted to end the continuous flow of illegals crossing the border to enter the U.S.  In 2006, the

huge inflow of illegal immigrants has grown and doubled in size -- in complete violation and disregard for the

1986 immigration bill.  In 1986, there were approximately 5 million illegally in the U.S. versus 11+ million today.  Obviously, amnesty is not the solution.

Illegal Immigration - A Complex, Fair, and Humane Plan to Build Upon?

It is completely incomprehensible how both State and Federal Governments have permitted "illegal immigrants" (meaning non-U.S. citizens who have invaded the U.S. border without permission) to group in massive protests over immigration laws in which they have no legal voice in affecting change.  On the other hand, the one unifying voice crying out within the masses is that of humanity pleading for compassion.

These are a people manipulated and torn between big business, greed, government, politics, and the desire for a better life.  The way to treat the problem of illegal immigration is with the sternness of the law sprinkled with humanitarian compassion.

 

(1) In problem solving and subsequent resolution, begin with the source of the problem....

The shift of responsibility has erroneously been placed on America.  Illegal immigration is mostly the by-product of a Mexican socio-economic problem, and as a result, the flight-migration of a people escaping a hopeless life of endless poverty and misery.

Perhaps, the U.S. should apply similar policies as Mexico in dealing with illegal immigrants?

Post Fox Mexico - "On July 2, the people of Mexico will elect a president, along with some 2,000 other public officials."

 

(2) Second, "secure the border at all cost and by whatever means necessary;"

(3) Enforce current immigration laws and implement future legislation;

(4) Stiff penalties and costly fines for companies hiring illegal immigrants; companies may hire immigrants with employer/host-sponsored, temporary worker permits/visa; immigrant workers must be paid minimum wages established by U.S. Law, any other benefits must be established by employer/host company; at least one adult (of age) illegal immigrant in family must be gainfully employed through the employer/host sponsor to enter U.S. and to currently stay within U.S. borders;

(5) No amnesty (amnesty is breaking the law and not being held accountable for doing so); but a guest worker program, whereby an illegal immigrant compensates the U.S. for breaking the immigration laws through an employer hosted work program that may eventually lead to U.S. citizenship. No automatic citizenship to illegal immigrants' children born on U.S. soil (citizenship should be allowed only to immigrants' children who have fulfilled the immigration process).  Just as driving a car is a learned privilege, children of illegal immigrants must undergo citizenship classes.  "Illegal" immigrants "must" undergo immigration procedures to become U.S. citizens with some penalties for not abiding by U.S. law upon entering U.S.  (Option 1) All illegal immigrants must register, and those within the U.S. who have been here for an extended period of time (how long possibly determined by residence/school district), and become employer/host-sponsored, may remain in U.S. on a work-program basis, but they must reapply for work status and pay a fine for entering U.S. illegally.  (Option 2) Any person(s) entering U.S. via borders illegally as of January 1, 2005, will immediately be returned to Mexico or country origin, and as a penalty, must wait an additional two years before eligibility to apply for temporary work permits.  (Option 3) Every non-citizen, illegal immigrant now in U.S. (and family members) must return to Mexico (or place of origin) and re-enter through an employer-sponsored work program before returning to U.S. (This would be an almost insurmountable task of gathering and identifying all illegal immigrants within U.S. borders.)  Since, for the most part, illegal immigrants are already in poverty, the penalty (must be humanitarian) should not be entirely monetary, but an extended work program, including public service, before the right to apply for citizenship.  Immigrants must also learn to speak and write the English language, abide by the laws of the U.S., undergo background and health checks, and file/pay current/back taxes, social security, etc.; applications/procedures for citizenship must be acquired within a certain time-period (failure to apply means an immediate return to Mexico or other country of origin); no further "free" health care or government assistance, welfare, food stamps, etc.; government assistance must be established with proof of citizenship or worker permit identification;

(6) Illegal immigrant gangs, criminal element, and felons (currently exceeding 100,000+ throughout U.S. cities and prison system), should immediately be deported to Mexico (and/or depending on country of origin) with U.S. citizenship rights permanently revoked.

(7) After following all of the immigration procedures (and mandatory waiting period including penalties for illegal entry), immigrants who complete the process for citizenship should be afforded all of the privileges and benefits of a U.S. Citizen.

Dianne Feinstein (D-Calif.) giving amnesty to 1.35 million illegal alien agricultural workers (and their families) through an "emergency agricultural worker status" program extending for a five-year period.

citizens live in the United States without proper documentation. Consider also that U.S. Border Patrol

captured 1.1 million people sneaking across the border in the past year alone, and as Border Patrol agents

"The vast majority of migrants caught trying to cross the border illegally are quickly returned without being prosecuted or imprisoned. In Arizona, for instance, federal prosecutors brought charges last year against only about 3,000 of some 400,000 people caught, Mr. Charlton said.  "It's a question of limited resources," he said. His prosecutors generally limit criminal charges to migrants who have histories of violent or sexual offenses and smugglers who take large numbers of people across the border or who put migrants' lives at risk. 

      Nationwide, of those returned to Mexico, nearly half cross back into the United States only to be caught again, federal officials say.  In addition to the plan for returning Mexicans to their hometowns, American officials are pursuing other ways to stop the revolving door of illegal immigration, particularly in Arizona. 
     While most other parts of the southern border have had a decline in illegal crossings, Arizona has recorded a 34 percent jump in the past six months. Federal officials say tightened security in areas like Southern California and Texas has pushed smuggling rings to Arizona, which now accounts for about 40 percent of all illegal entries. The shift to Arizona has brought with it a sharp increase in violent extortions and drug seizures as well as the deaths of dozens of migrants left in the desert, law enforcement officials say.

     In an unprecedented move along the U.S.-Mexico border, a convoy of 12 pickup trucks packed with suspected illegal immigrants barreled through the Tohono O'odham Nation and tried to run down approaching Border Patrol agents.  Agents stopped six of the vehicles Wednesday night and found 165 people stashed in the beds of the trucks, said Greg Maier, a spokesman for the U.S. Border Patrol's Tucson sector.  "Smugglers are getting desperate in their attempt to enter the United States illegally," said David Aguilar, chief patrol agent of the Tucson sector. "Their options are dwindling, and now they are making bold and dangerous moves to get their human cargo over the border."  [NY Times] (2)

     How many Middle Eastern men/women are crossing the borders to enter the United States?  Border patrol agents call these people "OTM's"  or "other than Mexicans."  According to NewsMax - "The conditions on the Mexican border today resemble those of 1916 - massive illegal immigration, cross border raids by renegade bands of armed criminals, chaos, violence, and even a reconquista movement," Craig Nelson, head of Friends of Immigration Law Enforcement, told NewsMax. "Eventually, back then, ethnic tensions erupted in bloodshed, nearly perpetuating a full-scale war between Mexico and the United States...Since there is no guarantee we are not headed down the very same path today, Congress needs to implement a time-out from massive legal and illegal immigration until authorities can get a handle on the situation," said Nelson. In particular, reckless voices in Washington that argue for letting business interests dictate immigration policy must be disregarded as dangerous and irresponsible...House Immigration Reform Caucus chairman Rep. Tom Tancredo, R-Colo., told the Washington Times a year ago that his office had documented 118 instances where Mexican military or law enforcement had been seen on U.S. soil. In 60 percent of those cases, he said, the Mexicans were armed." (3)

 

 

     "The RED BLOCK shows the phenomenal population growth being fueled by the federal government's immigration policies. The red represents all the immigrants (above the replacement level of 222,000) who have arrived -- or are projected to arrive -- since 1970, plus their descendants, minus deaths.

      The GREEN BLOCK represents U.S. population growth due to the descendants of 1970-stock Americans. It assumes that these "old-stock" Americans will continue their present fertility and mortality rates. There were 203 million people living in the U.S. in 1970. Births to that population have exceeded their deaths, resulting in the growth illustrated in the green block. But the below-replacement-level fertility of "old-stock" Americans will allow this group to stabilize in size soon after the Baby Boomers' children finish having babies. (The Green Block also accounts for replacement-level immigration, which the Census Bureau currently estimates at 222,000 a year.)

     Without the radical increase in the numbers of immigrants coming to the United States since 1970, U.S. population would almost be stabilized by now and would peak in 2020 at 255 million (52 million higher than in 1970).

      The TOP LINE of the chart represents the actual U.S. population growth between 1970 and now, and is a projection of what the growth will be between now and the year 2050 if fertility, mortality and immigration rates remain similar to those of today. The additional 200 million people will cause a doubling of the U.S. population of 1970 -- a time when most Americans believed the country already had enough congestion and sprawl. Of the 120 million people who will be added to the United States over the next five decades, 100% are represented in the RED BLOCK on the chart above.

     To find similar population growth in foreign countries, we must look to the Third World. The Immigration Reform and Control Act Prohibits Employment Discrimination and makes it unlawful for employers to hire people in the US who are not citizens or not authorized to work here.      The following question/answers are the results of the NRCC's most recent survey on Illegal Immigration and its effect on United States' citizens.  The answers will help the NRCC to recommend important discussion points for the Republican Congressional agenda.

Yes - 94%

3. Do you believe millions of illegal immigrants deserve welfare benefits, free health care and education, and even Social Security benefits paid for by American taxpayers?

Yes - 5.8%

No - 92.2%

4. Do you believe that high levels of illegal immigration are putting fiscal strains on state and local governments, depressing wages for low-income workers, and displacing Americans in the job market?
